E.M. Tech regularly participates as a team member on large-scale construction projects, such as Design-Build (DB) and Public-Private Transportation Act (PPTA) roadways, and pavement construction/rehabilitation (runways, taxiways) and facility structures at Ronald Reagan Washington National (DCA) and Washington Dulles International (IAD) airports. These projects, because of their critical nature and size, require consistent and accurate communication with diverse entities. These projects also require E.M. Tech to define, execute, and deliver effective and time-critical support services to other members of the project and development teams.
Our capabilities range from performing laboratory tests to investigating complex subsurface conditions, from assessing the conformance of construction methods and materials to developing project specifications, from assessing water intrusion in basements to evaluating the causes of foundation settlement, from evaluating soil erosion to analyzing critical slopes and retaining structures, from inspecting building foundations to analyzing and designing building foundations, from inspecting structural members of projects under construction to evaluating the structural integrity of buildings already in use, and much more. E.M. Tech’s Principal Engineer, Shaz Moosa, is a licensed Professional Engineer in Virginia, Maryland, and the District of Columbia. Mr. Moosa has over 30 years of experience providing QA/QC, SI, materials testing and inspections, and geotechnical, structural and forensic engineering services. Mr. Moosa has performed and/or managed these services for hundreds of projects including federal, state, and local government projects such as new roads, roadway improvements, bridges, sound barrier walls, earth retaining structures, stabilized slopes, SWM ponds and detention structures, airport pavements and facilities, railway stations and structures, schools, research facilities, community centers, and military facilities, as well as in the private sector involving warehouses, commercial and industrial properties, shopping centers, medical centers, churches, banks, and single-family and multi-family residential developments. He has been providing these services in the Northern Virginia and Washington, DC metropolitan areas since 1986.
E.M. Tech’s staff of approximately 40 technical and administrative personnel is comprised of Professional Engineers, a Professional Geologist, Staff Level Engineers, and Certified Engineering Technicians who provide accurate and timely consulting, engineering, materials testing, and inspection services. Our key staff is comprised of individuals with significant experience, expertise, strong educational and training backgrounds, and a service-centered attitude toward providing quality control services. Our experienced administrative staff assists our clients in a professional yet friendly manner, and is dedicated to providing accurate information and customer satisfaction.

Our fully equipped in-house laboratory, which performs tests using ASTM, VTM, AASHTO, and other methods, supports our engineering and consulting services. Our laboratory has been inspected and/or accredited by the following agencies; Cement and Concrete Reference Laboratory (CCRL), Washington Area Council of Engineering Laboratories (WACEL) and AASHTO Materials Reference Laboratory (AMRL).
